Algorithmic taxation can be implemented easily in the crypto world by smart contracts. The problem is how to label the transactions. In my karma conception karma has no "color". I paid you 10, and you paid me 20, but there is no label on the transaction. This is a "black transaction" cause it emits CO2, and the smart contract should apply carbon tax on it, or it is a green transaction, cause it absorbs CO2. If this labeling is somehow possible, then algorithmic taxation is also possible.
