The Cowboy uses fake money to be more similar to a bank. The bank makes money from nothing like the Cowboy who prints 10$ for himself. He has no 10$. When you pay back the loan, the bank destroys the money like the Cowboy who burns the fake money. So, the Cowboy is a metaphor for a bank.
